The Early Learning and Care Council of Australia (ELACCA) has warmly welcomed its newest member, Mr Kieren Kearney, Chief Executive Officer of Early Childhood Management Services (ECMS).
“We are delighted to welcome Kieren to ELACCA,” said Elizabeth Death, CEO of ELACCA. “He joins us at a pivotal time, as we await the Australian Government’s response to its commissioned inquiries into the early learning sector, and as State and Territory governments expand their investment in three- and four-year old preschool/kindergarten.”
Mr Kearney brings valuable experience to his new leadership role and to ELACCA’s membership. He has spent more than 20 years in the community sector, working with communities across all Australian States and Territories towards positive social, environmental and economic outcomes. He has a Master of Business Administration, a Bachelor of Applied Science and is a Graduate of the Australian Institute of Company Directors.
Based in Victoria, ECMS is a for-purpose organisation fostering lifelong learning by providing high-quality early learning and care for Victoria’s children, families, and communities.
ELACCA also extends its appreciation to the former representative of ECMS, Mr Andrew Hume, for his valuable contributions to ELACCA over several years.

Our 18 CEO members include some of the largest early learning providers in the country, representing both not-for-profit and for-profit services. ELACCA members operate 2,017 long day care services, 320 preschool/kindergarten services and 88 OSHC services, covering every state and territory. They offer one-quarter of all the early learning places in Australia. Together, our members serve 232,978 children and their families, and employ more than 59,000 staff.
As well as promoting the value of quality early learning and the need for greater public investment, ELACCA advocates for the right of all children to access quality early learning and care, particularly children facing disadvantage. We do this by drawing on the knowledge and practical experience of our members and representing their views to decision makers in government, the media and the public.
